I did a cosplay of this (it is slightly different) and i am so very sorry that I could not find you to ask for permission first! Your work is amazing and though I did not do it justice, I hope that it is okay that I cosplayed this version of her.

Whether you do so or not, your work is gorgeous and now that I see that you sell prints, I know what I'm doing!
However, I hated Oktavia so much in the series. Not only because she is the Witch Form of my most favorite Maho Shoujo of all, but she made little to no sense, and was totally unfitting.
First of all, why the hell should she use Spinning Wheels of Death if she's a mermaid. Mermaids should use Water and Ice-based attacks, not giant frikkin wheels. Wheels do not make sense with Mermaids, but Ice and Water attacks do. Second, her barrier should've been like a massive Atlantis-like Underwater Kingdom, not a huge concert hall. That also does not fit for a mermaid. In fact, how the hell could she still move around with no water for her to swim in? Mermaids need water to move and cannot move on land you know, due to their big fishy tails. Finally, it would've made more sense if her minions were Sea-Creature based things, like say giant fish/crab people armed with Tridents or Surrealistic Sea Monsters, and such. The minions she had of Mannekin Backup Dancers and Ghostly Violinists have little to do with Mermaids.
Honestly, all of her stuff does not make sense for a Mermaid character. Look at mermaids such as Poseidon/Neptune (in Greek/Roman Mythology), Splash Woman (from Megaman 9), Fairy Leviathan (From Megaman Zero), Mermaid Bomber (from Bomberman Jetters) and loads and loads of others. They make way more sense than Oktavia, with their underwater lairs, aquatic creature/sea monster minions, and powers that mainly have to do with Water and Ice and sea creatures.
Now that my rant is over, you did well on drawing her. The shading is awesome and I like the way you made the objects in the background look too.
They're probably not meant to make sense actually..! The way I think of it is.. witches are like the physical form of their past-self's mental state- most of them feel like they're trying to give off a sense of madness and incoherency. The different parts of her witch form are probably influenced from bits and pieces of Sayaka's memories- not sure what the spinning wheels of death or the mermaid tail represent, but I'd say the concert hall barrier definitely stems from her preoccupation of Kyousuke... or something like that haha
Yeah, but then, wouldn't it then be more fitting for her Witch Form to look like a armored, distorted opera singer, perhaps with violin bows for arms, and maybe her shooting energy blasts that are shaped like Music Notes instead?
Ahh witch Sayaka lookin gorgeous, I love how delicate her hands and face look, and her hair looks so niiice. ..Did you do the lines digitally? They look like they have a little bit of texture which looks really nice here. D: <3
